I don't know how it works for anyone else, but I had to completely uninstall & reinstall my game to get it to stop. Luckily I wasn't too far into the save I had. My issue now is that I've got sims suddenly gaining celebrity status, even though I have it on opted out of fame.
Yes, even households saved to my library aged up when I moved them to my new save. I uninstalled the game last night and will reinstall it after work today. I'll have to start completely over, again, and if that doesn't fix it, I'm done.

I agree, there better be an opt-out option on this. I seriously don't care about the NPCs in my game, the only reason they're even allowed to stay is to run the food stands. If they can't manage their own lives, that's their problem. I have enough to deal with with the 40+ households I do control.

I own it & love it, but I wish there was more to it. They could have added surfing, windsailing, paddle boarding & scuba diving, and also with Seasons it's cloudy & chilly there except in the summer. Sims get more warm weather & sunshine in Oasis Springs.

I would say Seasons and Cats & Dogs, because those two packs had the most impact on my game's dynamics. Everything else can be fairly easily worked in at any point in the game.
It's the lot type, which unfortunately can't be changed without a mod. Zerbu's venue change mod works for that. I changed it to a regular park & converted it to a playground/skating rink, and now I get plenty of NPC traffic there.
