The easiest thing to do is to recycle instrument assets from older games. I'd love to have the electric guitar from the original The Sims. The recordings have already been done, so that would cut the cost.
If they decide to come out with era packs, I want a 70s/80s Moog or FM synth. But I can see why adding new instruments would be difficult. It has to be modeled, textured, animations have to be made to interact with it, you have to record the sounds that it makes. It's a cost/benefit thing for EA/Maxis.

80s/90s, but would be better if all eras as separate stuff packs. Or add decade tags to existing base-game assets so you can filter on them (lot of 60s/70s-looking wood paneling and carpet already).
+1 for color wheel and swatches from Sims 3. However, I would settle for the ease of just dropping new bitmaps in a folder, like the original The Sims. Maybe separate folders or a naming convention for the different layers (base color and specular maps).
I think it's nice to have the option to add some more varied content in a bite-sized package. I liked and bought the Country Kitchen kit and enjoy it because it brought some new looks to kitchen designs. Plus, you can get that country charm without having to go all-in on Cottage Living.
