Unless something changed, I was under the impression that doesn't happen. I believe your friend may be pulling your leg or mistaken. As far as I know story progression is somewhat limited in the game. Maybe its a mod, I don't know?

Be careful deleting cache files. I somehow managed to corrupt a game save in Sims 3 doing that once. Most likely my fault, but lesson learned to always back up my save file before doing anything like that again.
From what I recall it will get longer the more you play the game. Obviously, any mods you may have installed could impact the wait. And I seem to recall someone (maybe LGR?) mention that some settings can significantly impact the load screen as well.
