I don't think NPCs influence the game speed. When you have a visit sleeping over and your active sim is asleep/working you can fast foward even if the visit is awake. I don't supose dorms would be any different. But that's a pretty fair concern.
I think I heard somewhere that laundry does work on university housing lots. I just don't know if roommates will autonomously do their laundry.
My guess is yes, since they do many things autonomously, like cleaning and playing musical instruments.
