Set your full moon to happen more often, or all the time. Plant a garden in your yard because zombies like gardens. They also like rocking chairs, so put some rocking chairs into your yard. Only put a locked gate around the plants you do not want them to get into.

If it were my game, since I use NRAAS, what I would do is reset the whole town... it takes a minute or a lot longer depending on the computer being used. I've always used Awesomemod (a massive core mod that might be overkill for many simmers). It includes an option for custom lot sizes. I have never had problems with it (or the rest of the core mod). It's not for everyone but just wanted to mention that it as an alternative.
