Thanks everybody. I found a solution ; I saved the save and re-installed my game. Lengthy but worth it. They aged up. I think the save must have gotten corrupted or something like that. To prevent these, I probably should install mods.
BTW, I tried restarting the household, removing the CC on the toddler and she still wouldn't age up. So it's not my CC. +I don't have any mods installed.

@ph_1980 Hello PH, I had a similar problem; I changed their Career Outfit and then they refused to go to work. The ways to fix it are; - If you only have one Career Outfit; make a duplicate from the dresser - If you have more than one, delete the multiples Hope this helps. xoxo, Happy Simming!
