Looks like it is a fence post, but for one of the hedge fences. I've seen it with other fence posts if one MOOs a fence gate somewhere there isn't fence, then move it again, it leaves fence posts behind that can't be deleted or moved directly. I haven't had any fires in my gifts, but I did have zombies partaking in the activities on a community lot that I happened to be at testing when the full moon rose. I took it as a good sign that the zombies would rather make use of the fun things available than attack my testers. :D
