Do you have mods and script mods enabled? You can find the option in you miscellaneous settings, you will have to restart your game but as far as I know that should do it :)
One more question, would it help if I got rid of some cc? I have about 7.5 gigs of it, so is there a possibility that it might run better with Cats & Dogs installed if I had less cc?

I really like CAS, most of build mode (I desperately want more stairs, separate foundations and terrain tools), lot traits, the club system, toddlers, the emotional deaths (that sounds weird I know) and multitasking (most of the time at least).
I've got a few new ones from a sim I made today! Her hair, makeup and nails are cc but the rest is (of course) EA/Maxis made :) She has 2 everyday outfits and the rest are the other outfit types, I think you can tell what is what.

The eyelashes are the eyeliner looking things on most of the preset eyes, there are only a few that don't have them. I found a mod that removes the default eyelashes from all the eyes, I can link it if someone wants it :)
