Honestly, using the in-game delete options without corrupting everything would be nice. In some versions of the game the symbol gets used for the folders that the game uses, and on some versions of Windows you can't create folders that use the symbol. If you don't have any document folders for the game (wherever it's looking for those files, anyway), the game should generate a new set from its templates. Removing the TM symbol essentially just changes the path to the document files.
I had a similar issue when I freshly installed TS2:UC involving a '™' symbol in the documents file name stopping the game from creating the neighborhood files However, if you were able to create a custom neighborhood without any issues it looks like you can just copy over fresh premades :P
