You need to have the unit/lot you are eavesdropping on loaded. So if you are trying to eavesdrop on a neighbouring Residential Rental unit, you have to travel to it first. Same with snooping mailboxes etc. You need to load the target lot first.
You don't need to own more than one lot. In fact, you don't need to own any, else you become a Property Owner or just a plain old Home Owner and not a Tenant.
To rent just as a Tenant you have to convert the lot to RR and assign units before moving in. If you move in before you convert it, then because your sim owns the lot they become the Property Owner.
This is a known bug. You may have to have a sim buy it, set the rent on the units and then save the lot to your Library/Galley. That sim can resell and the rent will remain the same until changed, afaik. Hmm... Maybe it's being caused by multiple issues, and one was solved?

That's what basements are for, lol. I'm not sure. I don't think so, but they can help by giving something else to maintain/upgrade that makes sense in shared space and I believe the upgrades reduce the water/electric related issues. There are décor versions too, so I'd say it's optional.
