I've read of multiple people having this as a rampant problem in their own game but i've actually never seen this happen. Does this only happen if you have had a "real" tragic clown appear in your game or can it just happen at any given moment after the patch?

Then all i can really suggest is getting the MC Command Center mod. If i remember correctly you can prevent random bypassers from spawning as the tragic clown with it.

About them not getting their food; How long did you wait until you gave up? Yes. The GTX 760 will be able to handle everything all the way up to ultra, although there might be some dips in fps if there's too much stuff to render (which shouldn't happen in most cases). Other than those very rare cases you should be having a smooth 60fps the whole time even on higher resolutions.

I can't confirm this 100% but if it's the same as with Sims 3 then yes you are able to launch the game without a disc through Origin after installing it.
