If you're interested in easier cheats, I know there's a UI cheats mod out there that lets you directly edit things just by clicking on UI elements. (Like editing money or getting rid of moodlets)
Parenthood is a must for family simmers or legacy players. Seasons is great! I'm kind of neutral on stuff packs but if I had to choose, I'd pick Kids Room Stuff.

Let's just get this out there: I'm a programmer myself (having worked on several indie games and dabbled in Sims 2 modification for a short time). In my opinion, adding fully functional Story Progression is... unlikely. @Erisine said it best with their post above.
Considering that I modded Sims 2 past the moon, I'd think that it's likely a mod or two might make it into my eventual Sims 4 game folders. ;) I've even created a few minor replacements for the demo, though they were all very nit picky and personal preference kind of things.
