The game doesn't have a relationship bit for great grandparent, so as far it's concerned, they aren't family and romance is allowed. I like using this mod to set family relationships. It has great-grandparent, second cousin options and more. It even has in-law ones so no more sims randomly flirting with their MIL, lol
