I have found that this has to do with the smart trait, every dog I have that has this trait will NOT learn to go outside, however if I change the trait they learn within about three times of telling them to like every other dog.

I don't know what is going on but would try to repair the game. I've used all the cheats you've described as well as others and haven't had any problems using them since the patch.

I had a set of twins and triplets since the patch in a row, so not sure if the bug is still there or it just was the way the odds were rolled.

I've seen many people having gallery issues since the latest update, seems it is a different group of people affected with each update. A lot of times gallery problems just have to be rode out until the next patch is available.
