I don't get any trick or treaters unless my Sim is having a party. Then she gets 4-5 Sims. Try throwing a Costume or Feast party on Spooky Day.

The "help" is ridiculous and never does much. The only help I got when I reported that I couldn't purchase SimPoints was to change my password, obviously didn't work, and they stopped responding after that :| Everyone seems to be having this issue and hopefully somebody is actually trying to fix it for once :evil:

I have no Mods or anything but my IP game is pretty glitchy, freezing and crashing. I had to move my Sims 3 folder to desktop instead of documents, which deleted all save files and my store content :evil: I also can't seem to find anything but fish. I'm playing with nothing enabled, no rain, snow, hail or anything :D My season is set as summer, without fall, spring, or winter. Once I explore all the game I might turn it on, but I might not, because it just doesn't look like the type of place that would snow xD

NPCs definitely check into your resort, the reason you can't see them is probably because they're hiding in the rabbit hole. I've seen plenty of NPCs walking around my resort and swimming in the pool, relaxing on the beach, etc.
