    I saw your forum post about trying to place the boardwalk lot and wanted to reply, but since I don't know if this is the right answer, I didn't want to put it "out there." A few years ago, when I was trying to place a boardwalk lot that went out over the water, I was having similar issues. I'm pretty sure the advice I was given was to flatten the lot before placing the new one, and *if* that's what the advice was, it worked perfectly in that case. Recently, I have been thinking about using that lot again and so I've been trying to remember how I did it. I think I'll go try it - might work for you, too.

      Thank you for the suggestion but it appears flattening the lot isn't the answer either.
