There are several fan based sites (like there were for The Sims 2) that are starting to crank out some rather nice custom hair meshes. You'll need to be able to use some sort of unzipping program (I choose winrar) and they are packaged most of the time to where all you have to do is double click the file afer it's unzipped and it automatically goes into the game.
ModTheSims.com has a great tool called the helper monkey. What it does it automatically places the files into the appropriate downloads folder so you don't have to. Plus it's a decent site to find hacks, houses, clothing and some nice hair meshes.
