When you first installed the game, did it tell you that you have an unsupported graphic card? Or something like that?
If you're having problems with your graphic card, there is a program that you can download. It's called 3D Analyzer. It makes your game believe that your computer has all the requirements. However, once the program is installed, there is a huge list of over 40 options to choose from. I haven't figured out which ones to use for Sims 3 yet, but it has worked for other games.
I hope that this helps. If I find out the ones you have to tick, I'll post them here. Incase anyone already knows or finds out, please do so to!

for example if my video card doesnt have pixel shader 2
i can run 3danalyzer and virtualy apply pixel shader 2 to my video card.
and games requiring pixel shader 2 would think that my card supports it so theyll eventualy run.
