The only way I can think of is in caw, lower the water, place the lot and build the bridge and set the water level back to normal :-)
I've never tried it, but it might work
The method I usually use is to create a lot which is connected to the land but moves out into the water. This works but leaves the underwater bit with faulty lighing :shock: (probably because it doesn't know it's underwater).
In-game, you could then use the flatten terrain tool on the land section of the lot to flatten the ground out to match the riverside, or even make it higher. Then either paint the ground to look like it's wall or use the foundation tool. 8)
And there you (should) have a reasonable pier facade
