When I do markup the lots, I simply base it on location of the lot and what is around it, so a beach front property might get a markup of about 28,000, while the lot next to the junkyard won't get any markup.
As for the base price it's as Writin Reg said above and you will eventually just get a knack for looking at a lot in your world in CAW and know the rough amount that the lot is going to cost the sim just by looking at it's size if it's an empty lot.
Otherwise you'd have to go into the game and check the prices.
What is the default cost of the lots before any building and before adding lot value?
Say I want an empty 64x64 residential lot to cost 13,500 simoleons once I start playing my neighborhood. How much lot value do I need to add to the lot in CAW to achieve that goal?
What if I want 20x30 lots to cost 4,000 simoleons, or if I want an el-cheapo 15x15, what would be the default value of that lot with nothing on it?
To be honest, I never really paid that much attention but I know the unadorned biggest lot witn nothing on it is 14,500 simoleons.
I put in some 20 X 20 lots last night and they had a price of 800 simoleons with nothing on them.A easy way to find out would be to go into the lot area of the World editor within your game as it shows you all different size lots and their base prices empty when you place them.

So, for lots that fall outside these parameters, it's a bit of a guessing game, but you can place, say a 60x60 lot as somewhere between the 50x50 and the 64x64 in default, base game price with no value markup.

seriously = is there a base formula that each 10x10 block is X simoleons?
So a 10x10 lot would be X, a 20x10 would be 2x, a 20x20 lot would be X^2 etc?

the area is 40x50=2000
price is 2000x$2=$4000
