CFE is new to me and I have many questions about it, but I will stick to one. I have read through the tutorials and learned quite a bit but I can't seem to find one that will answer my question.
I don't know how to do it using CFE but I downloaded a house once that came with a fence that was the same as the half walls in TS2. I think I used it in my build Wisteria House for the chimney if you wanted to get it, as I am not sure what site it was originally from
It should be the same process as making half-walls on regular walls. When you make your guide (the tiny room that you use to flatten your walls) just make sure that it is on a foundation as well. Then, with CFE off you should be able to flatten the wall on the foundation to the same level as your guide wall that's sunk into the ground.
Will give instructions for making them exactly half a wall high.
1) To make sure the ground beside your current foundation is a good height to work with, use the stairs tool and drag one square's worth of stairs onto open ground. This will make the empty ground adjust to exactly one stair section below the level of your foundation.
2) Use the leveling tool and start from this empty ground level you just created to make a larger area of ground at this new level.
3) Again grab the stairs tool, and put it somewhere on this leveled area of ground so that you see the little white square. Then pull down into the ground two squares worth of stair sections.
4) When you have this lower area of ground, erase your stairs with the hammer tool and then level a larger area on the ground again to this new lower level. This lower level of ground is now 3 stair sections lower than your foundation.
5) Use the foundation tool to put a square of foundation on this lowered ground.
6) Use the wall tool to then draw a diagonal wall across this new foundation square.
7) Draw your walls where you want them on your regular foundation of the house, if you haven't already done so.
8) Turn CFE to false. (Edit: apparently step eight here with a paren after him, thinks he is really cool. Lol.)
9) Use the leveling tool and level from the top of that diagonal wall you made in step six, over to all the rest of the walls on top of your regular foundation. The difference in heights of the top of the walls is 2 stair sections high at this point, but after leveling you will have CFE half walls on top of your foundation.
A standard wall height in the game is 4 stair sections high. So 2 puts us right in in the middle. You can do different heights of course depending on the look you are going for. I almost always stick to increments of the standard stair section though. That way the game will let me draw stairs between the various levels with ease. Hope this works out. It can be and feel tricky at first but once you get the hang of it, it is a breeze. )
Is there a way to draw normal height walls that connect to the half walls?
It is possible but the tile where the connection is, will look a bit ugly, just let the cheat on and try to build a wall there after creating the half walls.
The other sollution would be to create 4 quarter walls like i showed in my post here and then just delete out the one half of them. but then your not able to got higher than 1 floor.
Just dig a deep hole so your able to use the cfe on the topheight possible to build(12 clicks with a single stair)
To delete out the one half of the quarter walls just deactivate the cheat

Halfwalls on foundations are quite easy to do :
First build a foundation with a wall on it
now pick a stair and klick 2 times so you get a hole (size half wall)
delete the stair and build another foundation with a wall on it on the bottom floor you got with the stairs
Now use the cheat constrainfloorelevation false and flaten the bottom wall completly.
result will be a perfect half wall on a foundation
with the same technique your are also able to create things like this with more than only one wall
