By the door is where he stayed. Which actually beats the second firefighter who didn't even make it into the house. My sim ended up putting the fire out himself and, by then, had a lot of dust piles instead of furniture. You just can't get the staff these days.
@Svineprutter It doesn't do a lot. But it does unlock a small handful of interactions for dogs, cats, and horses. For that screenshot I had Piccolo ask to be petted by Nanami Ito. Even though the devs didn't include many interactions for pets it's nice to unlock the few they did. I really love how you can click on your pet and see what their needs are.

The firefighters in this iteration are more of a joke. I've yet to have one who actually worked to put the fire out. Mostly, my Sims have to do so themselves, after one of them called the fire department. just to end up chastised for raising a false alarm. Mind you, the Sims is still charred when talking face-to-face with the city employee. Face/palm.
