I think walls are laggy if you edit a rentable section on a lot with that category already. I'm building a lot with a rentable unit now, but as I did not switch lot category yet, it is not laggy at all. If nobody moved in yet in your case, you could try reverting to regular residential cat., but if you already played with tenants I don't know how smart that would be. Also, switching category causes (naturally) problems if you set any lot challenge or rental rules for any unit on the lot.
Yes the laggy build mode (particularly when using wall swatches) is a current glitch on specifically the "residential rental" lot types. There's a bug report about it over at AHQ, so the devs are aware of it.
In the meantime, until that glitch gets fixed (if they're able to fix it): The best solution is to set the lot to a regular residential, get all of your building/renovating done, and then switch it over to the residential rental lot type so you can then designate your apartment units, shared spaces, etc.

I was building like crazy, and my build just furniture started dissappearing and I tried to save and it was a infinite long loading bar to save. I had to force quit. I only had the update. I have yet to get the new pack.
I noticed some lag when placing both walls and floors in regular residential lots, but not too bad. Didn't notice much difference when switching over to the rental residential lot type. Didn't know we could turn off the unit borders, I find them so distracting.

The game is quite laggy, regardless of the world.
We've been building for hours today and had no lags.
It is a regular residential lot though, without units.

Turning off the visible unit borders helps with the wallpaper lag. There's a toggle on the top tool bar, far right.
