That's an all in one by someone named Cosplay Simmer. It's a very very old piece and I don't see it on his site so I put it on google drive to share with you. It's the hair flower, lei and bottom as an outfit. The flower requires a bigger hairstyle or it kind of floats off to the side of your sim's head.
