I for one love it when we receive new places to go and new things to do. It has always been my contention that a Casino neighborhood should have a wonderful combination of the casino style gambling, the ability to stay in a top notch hotels and eat at top notch restaurants not to mention interesting shows and attractions. In the past I have suggested that the new Casino destination should be Monte Carlo. This was for a few reasons. Monte Carlo has gorgeous casinos, its on the coast, has royalty and affluence, is known for the cool Oceanographic Museum and the Grande Prix. This is why I wanted it.
Now if they went traditional and set it back in "Las Vegas" then I would like it to also feature new performance stage for shows and bring back a few past things to make the place extra fun.
Since I already covered before what I'd like in Monte Carlo lets make a casino suggestion that is inspired by Las Vegas and its many themed casinos

- I'd like patrons to change into cocktail attire when they visit the casino. It gives this a lovely sense of occasion
- We want actual NPC Dealers or Croupiers for Black Jack, Roulette and C*R*A*P*S. They should be in their shirts and Bow Tie & Vests or whatever uniform they are assigned - NOT ROBOTS
- We should be able to tip the Croupiers
- I would love the Casino to be beautiful and impressive
- The Casino should have performance stages just like they do at the Casinos in Vegas along with a dressing room for performers
- It should have an Arcade for Children and Teens
- There should be public and private Poker Rooms. Private rooms have bouncers
- Different Poker Tables should have different stakes or you should be able to set the stakes when the game begins
- I would like the Casino to have a vault underground and only a single security elevator can reach it
- I think a Security Station would be wonderful with camera monitors and Security Agents
- The Casino should have a huge fountain that has a water show like the Bellagio fountain
- Pachinko
- Roulette, Slot Machines, Baccarat, Wheel of Fourtun, etc.

- I'd love to see street hustler magicians doing close up magic (Card tricks, ball in hand)
- I think we should be able to hire some for kids parties and they bring with them a portable magic table for it (Rabbit out of hat etc.)
- The stupendous tricks (Saw a lady in half etc.) should be reserved for the stage performances ala David Copperfield or Penn & Teller. If you could get Penn & Teller to be guest performers at some point that would be fabulous
- Charity performances by top level Magicians should be a thing
- Since Magicians are famous for being skeptical of the supernatural how about an natural skeptic ambivalence against those who work with or are paranormal like Fortune Tellers

So you like almost everything I listed then.
This is the Sims, no reason why there can't be a Las Simgas Palace and a Monte Carsims Palace in one world. Casinos, hotels, pool bars from the Sims 3 brought back would be so nice.
You've asked for too much up there. Just like with the farm pack, they won't give you the main idea/flesh it out and you get a bunch of junk that could've made up another pack. If we are asking for casinos, hotels, and more for pools, then you should stick with that or like farms, it won't be fleshed out and never will.
Personally, since they have most of this in place already such as hotels and anything else basegame they can use so focus on:
more machines for the casinoMake resorts/hotels a thing and the ability to make your own like in the Sims 3
Add pool bar and other pool things that people have been asking for
Add some standing video game machines( we had tons in the Sims 3 to make an arcade, but near none in 4)
Introduce riders/riding car machines so toddlers will have something to do at these places if they come with their parents
Don't use it as an excuse to give us copies of stuff we already have such as bed # 52, end table #33, bar #10(I mean a building/real bar/we have too many already and can visit them anytime, plus basegame bar can be used in the casino so we can get new stuff) ect. Base game stuff should be utilized so that resources for a pack can give us new stuff and not just copies of junk we have too much of already. (vibrating bed, heart bed, swan bed would be different enough, but not just plain old another bed. That's something I do hate about the Sims franchise. Some are different, but how many beds that look slightly different do you need???)
Some of your other ideas could be in free updates though for those who have it. Saying it as it is above is just letting them give what we already have and not fleshing out casinos; they are never going to give all that stuff above and not even a third of what you have listed even in an EP. Like high schools, really much of it is in college, the dancing mat/cheerleading/group interaction is there from the clubbing, ect. so the only thing new is actually the fair, sitting positions, limited cheer/football (I'm guessing no game), jobs we can't do like teacher/principal, stuff like lockers, copies of junk we don't need for teen rooms so that resources are too used up to allow teaching/principal jobs, going to class (no real teaching job; they chose to go off topic with the fair instead of fleshing out teaching)The fair would've made a great pack on it's own and been fleshed out better, but now probably we won't get real teaching and the fair won't be added to so neither is fleshed out like they could if packs were on subject like they should be, hello farming and no mermaid world underwater).
Point is when we ask for something we should stay on topic or we'll get packs no fleshed out, not on topic, and ones that will never be revisited again. Like farms. Been waiting since Sims 3 to get a real farm and even though I do love everything they did with the cottage one, it was a huge let down for Sims wanting real farms.
Just say finishing up that I loved Sims 3 casinos. Not enough machines, but I loved that world, the casino, and what it did have. I also so loved having my own resort and trying to fix it so I could be a certain star resort. I really wish they would focus on hotels and casino machines the most if they make a pack like this.
