Did you change any in-game graphics settings? Did you get a graphics driver update? If so (either one), go into Documents\Electronic Arts\The Sims 3 and move options.ini to the desktop, then see whether you get the same issue. This will reset all your in-game settings, but don't change anything yet; you can always quit without saving if you don't like the effects of certain options.
If this works, change whatever graphics settings you want to at the Main Menu, then quit to desktop before loading a save.
