I don't think so.
I believe ea has teams, one for worlds, one for gameplay, one for cas, one for bb. Certain teams take longer than others to complete things. I imagine gameplay and world building take longer than producing items and cas. They have those teams working on kits while the other teams are producing the other elements of gamepacks and expansions.
I also think the pandemic slowed production which is why we are getting so many kits but less gameplay.
Considering how robust the wolf gamepack seems to be, I wouldn't mind only one EP a year if it meant 4 or 5 gamepacks a year. But I would want large worlds with them.
I believe any delay in the release of Game Packs or Expansion packs is the result of resolving pack development issue and/or if packs launch early or late in the year. In 2016 and 2017 we only got one expansion pack and one game pack before we had kits.
2015 and 2019 were the only years we got 2 EPs and 2GPs. We already have two GPs for this year. Will we see two EPs?
Maybe, if the first EP is complete and another is already deep in development and can be out in December.

Kits just guarantee a steady flow of revenue while they work out packs and gives simmers something to do between packs.
There are more of them because they are smaller than Stuff Packs. I believe the reason they went to kits is because people are more likely to spend $5 than they are to spend $10.
I don't like kits because they are too small to support their themes.
That Courtyard Oasis kit had a Moroccan theme, but you can't build a Moroccan themed home with it because there are not enough objects. You could if it were a Stuff Pack.
