Is this a known glitch?

I am remodeling the Rattlesnake Juice Bar and when I try to place floor tiles they seem to go under the grid lifting it and then sit above the terrain? (See pic). I was just wondering if this is a glitch that other already know about that I can "me too" on AHQ or if I should make a new report.

see how the terracotta tile looks thick, and appears to sit under the grid? It's weird and nothing I do seems to fix it. I don't have any mods or cc installed at all and I completely reset my sims folder too so it's basically like a brand new install and still that didn't fix it. Any help is greatly appreciated. :)

Edit to add: I tried bulldozing the terrain, but the same thing is happening.

Edit to add: More experimenting reveals that the lot starting with the first full grid square in sits below the sidewalk, but the edge the first full set of grid squares ringing the lot are slightly above the sidewalk, and cannot be leveled to meet the sidewalk with terrain tools. here's more pics to demonstrate what I mean:
