  I think there is a glitch where it only shows up when the engaged couple ask each other. And it's not "permission to marry". It's "ask for blessing to marry".

  That social has some errors in it's tuning. If you are open to a mod solution, bienchen has fixed the tuning errors and it is one of the packages available in her GPWeddingSocialsTweaks mod. Available here.

  I know asking parents works. I remember seeing it on other completely random sims too, but that was before her last update to the mod so I think it is tightened up now. I'm still a game week away from having a sim get engaged again since her last update, so I don't know for sure.
