You could put a fence around it. There's also the possibility to give the lot the geothermal trait and your pool will be warm all winter. There's also a drain like looking object in the pool section that warms your pools as well I think.

Sims have heated pools, so they don't need to be closed when its cold. You can actually see the steam from the pool water when the weather gets cold.
You might be seeing the steam effects from the grates you can add to pools. There’s different ones for bubbles or steam. I don’t think the pools are heated or else how could sims die from freezing in there?
Zero has a mod to stop autonomous pool when it's cold if you are not opposed to using mods. I use it on my game and it works great.
