yeah they were broken in my game too, just delete the fence where the stairs connect (move or delete the stairs first to see it) and place the stairs back, that did the trick for me.
Try moving the staircase in build mode more than likely there’s a fence or wall that stretches across the top of the stairs that you cannot see when the stairs are in place. It seems that with the platform update when you place stairs now sometimes the wall or fence across the opening becomes invisible but doesn’t totally cut out as it should so that when you try to route your sims up the stairs they read it as blocked even though to your eye the stairs are clear.
If when you remove the stairs you can in fact see the fence or wall across where the opening should be, sledgehammer it out to the width of the stairs and when you put them back it should work. I have had to fix dozens of staircases since the platforms were introduced. Hoping this helps you.
