1. I think sims still progress anyway but maybe @igazor can answer that one better.
2. If you're in a vacation world or university your sims don't age. They will continue to age when they return to their homeworld. If they are in the homeworld, check your settings to make sure aging is enabled. I
@Fruity_pebbles19 - I'm going to have to agree with @rubyskywalker that the New Members thread would have been a better place to post this question. If you would like some help in getting the effects you are after, perhaps you might re-post over there. Installing NRaas SP only to turn off SP's version of progression under SP > General Options will in many way be like not having the mod at all. In that case, if the story progression checkbox in Game Options is selected, then EA's version of progression will take over. If not selected, then it won't but again it would be more like the mod isn't even present because its engine would be disengaged.
If you can find a way to embrace NRaas StoryProgression and its version of progression and would like some help in controlling some of its aspects for sims when they are not being actively played, then we could help with that over at NRaas.
But I'm afraid both/either of the above would require your telling us that you now have a legitimate version of the game and not the patch stuck unofficial Complete Collection as referenced on a prior post a while ago.

Also, this is more of a forum game thread, not a place to ask for help. I recommend posting your question here: https://forums.thesims.com/en_US/discussion/976212/thread-for-new-members-to-post-their-sims-3-game-issues-2020-version#latest
