I built this room specifically so my sim can have roommates, but the option to put up an advertisement for roommates is greyed out and it says I don't have enough beds. What gives?
Pets count as Sims, so you’d need enough beds for all Sims and pets in your house, then you can add extra for roommates. (And yes the way that works is ridiculous)
Edit: also it counts infants and toddlers even if they already have a toddler bed/crib

Yea, I have two cats. does it work if I place pet beds for the cats or they have to be human beds to account for the cats?
It has to be human beds.. a trick I use sometimes if I don’t want to mess up the house design, is to put the cheapest beds in a basement and I don’t bother adding stairs to it (then the “pet beds” are just sort of buried under the house).

(And I totally agree)
For me the NAPs that cut off power/water for a day make my roommates move out as if this power saving NAP is my sims fault, *&#$%!
