Seemed to work for others, but wouldn't for me? But following your directions, removing both the Options and the UserSettings from the folder, DID do the trick! For those who are having problems with their mods being deactivated, there is a thread over at Answers/HQ with a fix. I used the fix and it worked for me.

Hello I am reaching out for some help. I recently updated and repaired my game and put my mods folder back, however when I put it back I now have alot of loose hhi, sgi etc files, which were not loose before. I am now getting Last Exception rabbit hole errors etc but I dont know what those mean. I don't have alot of mods, I do use Basemental and that's a new version and I have a few trait mods. I am unable to get the last exception code read, it's very long.
Going to test after class, but since the October update, my 'plan a social event' isn't working. I can start planning by can't hire NPCs and even when I cheat people my sim knows to have the correct skills/career to take the role, no one shows but is required so can't start. Going to sort through my mods later to find out which one isn't working but was wondering if anyone else was having this issue so I can narrow down which mod is causing the issue. It worked fine before the update.
I haven’t played Sims 4 for a bit, and it hasn’t updated to the latest patch yet. I don’t have many mods apart from Go to School and MCCC, and some CC (only clothing and hairs, not skins). I’ll make sure to look out for any issues. Thank goodness for threads like these!
Ok I figured out my resource error! I am still wondering why I now have these loose files in my mods folder. Everything seems to be working ok and enabled, but these hhi etc files were not loose before so I am just wondering if it's going to cause an issue or if I should just leave it alone. Thanks! @yoganne78 - *.hhi and *.sgi files are household files (sims) and belong in your Tray Folder. I'm not certain how you ended up with "loose" ones, but maybe look at this link (scroll down about half-way for The Sims 4):

@luthienrising Not a mod, the base game feature for planning social events like birthday parties and charity events. I've narrowed down mods that are possibly causing the issue to mods by LittleMsSam but not found the exact one yet. I removed all my mods after the September update and the updated/reinstalled ones were working fine until this update.

The culprit is LittleMissSam's More Buyable Venues. It's creating issues when you have your sim try to plan any sort of social event. I had the most recent update of the mod which was the September fix I believe.
