Have your sims thrown back any rare fish? That’s one way to improve Sulani. In my current game, no one has bothered with doing anything there but they’ve gone there for day trips. Come to think of it, I think my Sulani has improved on its own, too. It has all the pretty corals.
Sulani is a dead world. Once in a blue moon my Sims go fishing there but it's mostly dead. Just found this pop up odd.
By dead do you mean you have evicted everyone and bulldozed the lots? If you have Eco Lifestyles I think that’s enough to set the eco foot print to green and that’s maybe why it’s improving on its own and sending you a notification.

Fishing is one of the best ways to improve Sulani, especially if you fish in Mua Pel'am. You constantly get invasive fish. You also fish up seaweed and tree branches, which will clean up the water. Though I never understood why they toss those back....no real fisherman/woman would do that. I've cleaned it up fully just by fishing, and some times beach combing for seashells. Takes longer than if you clear all the trash piles every day, but still very doable. Fishing is more interesting anyway.
