Random Sims Keep Moving Into Vacant Lots Despite Settings [Solved]

Hi there, it's been a really long time since I last logged into the forums!

I'm having some trouble with random sims moving into vacant lots in my town. It's always just 1 sim per house and I don't get any notification from nrass story progression about them moving in either. From what I understand having "manage homeless=false" and "immigration gauge=0" is supposed to take care of this type of thing but they don't seem to be working at all? Is there anything else I can do to stop this?

    To me, a vacant lot has nothing on it but a mailbox, a town-provided trash can, and maybe some rocks and weeds. Is this what you meant or is there actually a house on these lots? Do they have refrigerators and beds? Sims should never be able to move into houses on their own that lack a fridge or that are marked as Residential - (Player) Ownable in Edit Town.

    Since these can't (or shouldn't) be newly arriving immigrant households of one each if SP immigration is shut down, the question becomes, "Who are these sims and what are they doing in your world?" Does MC tell you if they have regular careers, are they Role Sims (running cash registers, bars, festival booths, other role giving objects in town)? Might they have been in your game all along and have split off from their original households to be on their own, or perhaps they were teens who aged up to YAs and moved out - do they have family tree connections to others in town? Are they actually sims who were supposed to be dead and buried who have suddenly returned to a living state (there is a known cause for this one)?

    With SP's Manage the Homeless off, the only thing that should be pushing homeless NPC sims to move into proper residential lots and become residents is if they have sired a child (made another sim pregnant) so that their genetics can be used at the time the baby is born. But that wouldn't be a typical everyday occurrence in most games.

    @igazor I mean't empty houses with fridges, sorry for the confusion.

    No, the sims aren't related to anyone in town nor returned from the dead. They're just randomly generated and I haven't come across one being used for genetics yet either. As for jobs to be honest I haven't paid attention to that (like if they're getting any specific type of job) but they do get them. It's about the closest thing I can get to a notification of their arrival without scanning the town myself.

    It can't be SP if immigration is shut down, and it can't be Register if you use it because the mod generates homeless NPC sims, not residents, to be Role Sims if there are any unstaffed role giving objects in town. Other homeless NPC sims will generate such as Showtime street performers and co-workers/bosses as needed, but these aren't residents either.

    If you catch a new one before they appear to get a job, you can check on them more fully with MasterController > Status commands.

    Are you certain that you aren't running EA's built-in story progression? Is NRaas > SP > General Options > Enable Progression set to True? And is the checkbox for EA's story progression within Game Options unchecked?

    @igazor Sorry again, by "randomly generated" I mean't they were just randomly made from the game. They're not bin or example CAS sims. Just randomized sims placed into the world. I'll try to make myself more clear.

    I don't have Register installed. Story Progression is set to true and EA's one is unchecked as well. As for the sims, I've only managed to catch one unemployed sim so far and her status said she is a resident with the role consignment specialist. The others just say resident and career, though I've noticed some of them are also working at festival booths or other small jobs like at this pet store I got from the Pets EP. Not all of them though. Does this make them role sims? Do they have to be residents if they're role sims?

    Okay, got it. Role Sims can be either homeless NPCs or residents, they just can't be among the actively played household. For some reason the game itself (SP doesn't do this) is generating Role Sims and shoving them into available houses.

    The NRaas mod that provides control over Role Sims and their generation and assignments is Register. With that installed, you can instruct the mod to use or spawn new homeless NPCs to staff the role giving objects or use already existing residents if any are unemployed and available. Or both. Or neither, but then you have to find and make the assignments yourself manually on each object whenever one becomes unstaffed. But it won't spawn new residents on you.

    The festival booth workers are tricky because after the festival is over but before the next one begins, they are temporarily without assignment and sometimes the game just tries to do stuff with them during the in between period.

    @igazor Okay so I've installed Register and assigned homeless/resident sims to work the role jobs and so far so good. Not a single sim has moved into town. Thank you for your help! I really appreciate it. :)
