What I think would be an interesting pack would be a 'Shopping Day'. Sims at a shopping mall, buying food, clothing, and hardware. Also, a Driving pack. Instead of walking and running everywhere. Interaction with cars, trucks and busses. How about a 'Car Wash Day!' With so much to do, I the time rate should be adjustable so it could be slowed down. In my view the time rate goes to quickly.

I suppose you could build a shopping mall on a 30x20 lot, you'll just need to use all buildable levels, both above and under ground. I have a couple of malls in my gallery if you would like to check them out, they are very playable without being particularly huge. Now, an EP or GP dedicated to shopping malls would be great as my sims love to shop. I would particularly like a quicker way to dress up the mannequins and changeable fashions as I don't always have the patience for that.

Some malls will return to the original concept: a micro village. They'll become a more compact version of the high street + townhouses, and smaller apartments.
There's an old mall in the US that's already been converted. The ground level is still shops and cafes, but the upper levels are all tiny apartments.
I'd prefer the option of a multi purpose lot. The ability to have a mall of sorts, plus offices and apartments above it.
I built 2 using 60x60 and one on the lot size under 60x60. It can be done and shall be done!!!
