I think you might need to flesh out the question a bit more than that. The Sims 3 is a 32-bit only application, there is no 64-bit version. It will run on 64-bit Windows operating systems.
It is a code name of sorts for the ninth (I think) and most recently released Windows 10 "major" update version that began rolling out a couple of weeks ago or so -- edit: to pre-release candidates only.
Sure, that's the official explanation, that's what They want you to believe, but over here on the Dark Side we know better... we're not as trusting and gullible as the rest of you...
Okay. In terms of chemical formulas it means 20 Hydrogen molecules (H2). That could be something very dangerous or it could be part of the propellant mechanism that makes whipped cream come out of the can. Believe whichever one you like.
