If I have a kid in school and aging is enabled will the other kids age with my kid?

It depends! There's actually two aging settings; one that applies to your played Sims, and one that is for all other Sims in the save. So if you have played Sims aging on (or the subset active household only!) but not the nonplayed, then only your Sims will age. If you have both turned on, then yes, other Sim children will age with your Sim kid.

I think I know the answer but I want to ask to be sure, does the kid sim that isn’t in my household progress(like have a family)?

If you're ok with using mods, mc command center will take care of story progression in the game. I can't play without this mod. It makes sims get married, get jobs, have kids, move homes... all in the rate you find better for your game.
