      I don't think so. Only if they died while you play.

      If the tombstone isn't there, the only way I know is to make another but raising the Sim and killing them again.

      The Lot Debugger, aka Batbox, a highly useful mod, has the ability to make graves out of ghosts that still exist but have no tombstones. Doesnt work if their data has been shredded however.

      Rebuilding Sims 2 inside Sims 3 one lot and sim at a time.

      Its one of the secret options unlocked with testing cheats enabled, you have to shift click the batbox with the ghost sim made selectable, sometimes it takes a few tries due to how fast the game tries to get rid of selectable dead sims, but this is pretty much the best way to generate tombstones for sims with orphaned data, like Skip Broke, and all the ancestors of Riverblossom Hills. I wasnt able to make it work with Life Stories however, wanted to make Bailey Fortuna a tombstone.
