You may be able to find something there that suits your fancy. Worlds should have requirements listed in the posts, they usually do. Just a note though, I don't think that tumblr has been updated to the present time, but it still may be useful for you, there are lots of little worlds listed there.
The problem is that the small worlds mostly come without buildings. But if you want a world which has built lots then you need some more EPs. You can try to download some worlds with more EP content or with CC, but I would highly recommend to try this worlds out and play-test them in a different Sims 3 folder then your main game! (Which you should do with every world/CC by the way) Sometimes creators place bridges you maybe not own so the Sims can´t go to some places. Or use something from the store you don´t own. This can cause the game to crash.

I think someone suggested it in the world builder forum (but I can't remember who), Positano by Remmo (here) is a great little world. I just got done playing in that world and I really liked it! It's small but has everything (and it's populated) and room to build!

I just made a huge world using all the EPs and SPs and Store but the site claims you only need the base game.
Go with AlexaKry's suggestion and look through the offerings by Riflong 7/13 or Nilxis. Those usually play well.

I guess that's what happened with me and Blue Bayou..It feels small compared to the world "Twin Towns." Idk, guess my version of small is different than everyone elses.Sorry XD

I don't know, either. The full description lists this:
"Game Requirements:
EPs: World Adventures, Ambitions, Late Night, Generations, Pets
SPs: High End Loft, Fast Lane, Outdoor Living, Town Life"
Also this: "Please note that this world, with all of Wendy's lots installed, will require a high end system."

It's okay, especially given the exchange description isn't really complete in this case. I have quite a few small worlds installed, and it's surprisingly difficult to find anything that doesn't make use of at least a few expansions. It's understandable though, after all these years, and given people like to make something they themselves think is fun.
I'm even playing in some relatively "small" world at the moment. It's technically a medium world with only 14 residential lots and 17 community lots, and most of the residential lots are very small. My household uses one of the larger buildings, which sits on a 20x12 lot. Then again, the world needs 7 expansions and runs crawls like molasses.
I believe a world size concept is up to the player. Large maps might have the same size but not the same amount of lots or trees or actual area to place lots and seem smaller but they are large to me.

Yes, if they are well made (it´s just not that much going on there). But a small world full of CC and routing traps can run worse than a large one which is well laid out and has few or no CC.
Nothing against CC in general, it just one of the things that will cause lag. As will a lot of trees on a map, apparently, especially if you have Seasons.
