I've seen the mail person doing this once in my game where they just threw the mail in the ground instead of putting it in the mailbox. I just figure that they probably had a bad day and didn't want to be at work that day. Or at least that's what I like to believe...lol
In Sunset Valley, the mail-woman Alma Tanti loves to throw my Sim's mail on the ground and give it a stern talking to before she leaves ! There is nothing in her traits which would motivate her to act like this (slob, Vegetarian & Hopeless Romantic). So, I'm guessing it's just a part of the mail person's charm.
Personally, I always thought this action was just the Sims Team 'visualizing in a humorous way' the 'Disgruntled Postal Workers' events of the mid-80's which inspired the slang 'Going Postal'.
I often forget to check the mailbox. If the mailman sees that a few times, that's usually when they get mad and throw the mail on the ground. Or at least, that's why I thought they did it. It's an ongoing bad habit so I'm not sure if they'd toss it on the ground anyway, even if I was checking it. I've also seen the paper delivery girl cry once when I kept leaving the newspapers out and not reading them.

Mine don't cry exactly, they passive agressively lecture my sims telling them that they had better clean up this mess (of old newspapers) and then maybe they might think about delivering a new one.
I have automatic bill pay thru NRAAS mods so I don't worry about the bills. But sometimes I do forget to pick up the gifts in there. I'm sure the mail-carrier must be mad about having to make room around the piano and shower gifts already in there.
