  Well they can if you own the spooky pack (a candy bowl that can scare sims) or sometimes candy is randomly found in the holiday crackers (found in build mode and how you get the Meduso collection)

  There's a hand that can randomly come out to grab at them - at least I think that's what it is as there is/was a candy bowl like that in Real life I remember seeing on occasion during the run up to Halloween.

  Don't you find candy bowls scary in general? There is something unnerving about putting your hand in one... what if you grab a candy you don't like?
