  On the website it says " This all new version will hopefully make up for version 3's shortcomings. I recommend all expansion packs. This world has two dive spots, several ports, all of the club venues, a great resort, and more! I hope to release a save file for it very soon too! "
  
  Its possible the youtubers went and populated the world themselves.Its what I usually do as well.

  There are two save files for v.1 and v.2 on the website - you could re-download one of those versions, I suppose.
