  you add a new layer by right clicking on the name of your world, which is to the far left, then click the option that says add layer.

  To your left........at the very top of the layer tree click on the main/top one....right clicking brings up the option to add a layer.

  I believe you right click on the base layer and then click add layer.

  and select add layer. More layers means that if you mess up, you can always delete that single layer instead of a lot of your work. (Remember the undo button only goes back so far)
