If it still isn't there try signing out of Origin and signing back in again.

Unfortunately that doesn't hold true for me. Did as you stated, also browsed games, all of this after rebooting Origin. It might be staggering, maybe in an effort to prevent Origin from crashing to overload or something? No idea.

Yes. Sims just won't use it autonomously outside of the realm (barring club rules, I guess)

Some of my creations in the gallery use CC so remember to enable them in the gallery's options to see them all.
