You could move the baby into another household instead, through Manage households. Then the other household could feel like they were adopting the other child.
Actually there is a little known/hidden option in MCCC that allow you to put a baby up for adoption. You shift click on the bassinet and there will be a blank bubble. Click that and the baby is automatically removed from the home and adopted out.
