Stuttering, not lag :)

I know it's possible to eliminate lag completely because I see machinimas that are smooth as silk. I've googled and googled and done all the recommended things, gaming desktop, NRaas mods, clearing caches, keeping folders small. I've tried in a fresh install folder with no CC and all EPs and SPs disabled. This is still what I get:

It's not enough to bother me when playing but it's really annoying when filming. I would appreciate any tips on how people get their game completely lag free!

    Lag is when the game clock keeps stalling for 10 seconds to several realtime minutes at a time but the animations keep moving and your sims go about doing things in jerky stops and starts. Maybe you are getting lag as well, but what the brief video is showing us could better be described as camera stutter and delayed/sluggish rendering.

    There may not be a great solution for that, but let's see what we can do.

    Your graphics card drivers are from almost a year ago. They should be updated, preferably from the computer manufacturers support site if possible.

    I'd also like to see your DeviceConfig.log by PM (just the first 40 lines or so, not the long lists of game options that follow) if I could to make sure your card is recognized properly and you are not getting the 32 MB texture memory override, unless you already know how to read those logs and can confirm these are not happening for yourself.

    @igazor Okay, I did everything you told me to. It's still stuttering. Any other suggestions? Is there anything I could upgrade on my system that would help this problem?

    Are you running at Normal speed or trying to play on a higher one? Forgot to ask that earlier, the higher end cards will stutter on Fast and Ultra, that's the game itself causing that.

    @igazor Yes, normal speed. Oh or SLOW! Would that make a difference? I often film using the slowmotionviz cheat.

    Yes, I love the tips for better game performance and use most of them, but I'll go back through and make sure there's nothing I missed. Thanks for all your help.

    If you are using a slowmotion game camera cheat on purpose, then I guess I don't know what I was supposed to be looking for. The delays in rendering scenes upon focusing in? There probably isn't anything we can do about that.

    @igazor Okay, I'm sorry for not giving enough information. I should have explained this happens when I panning from one point to another using the ctrl+ number keys. That's what the video in the first post was demonstrating, the stutter that happens when going from one set camera point to another set camera point. It happens in camera mode but also in normal mode (where the camera moves really fast).

    Sometimes I'm using slowmotionviz to slow down the Sim's animations, but not always. I have slowed down the time it takes to do one of these pans by changing the setting in the videocamera.ini file, which helps the stuttering because the camera isn't going really fast, but I'm still getting the stuttering. What I mean by the stuttering is the jerky motion that you can see in the above video. Instead of being a smooth move from one point to the next, it jerks along the way.

    To update this in case anyone else is searching for an answer, it was my video software that was causing the stuttering. I was using Debut by NCH software. Switching to OBS and Shadowplay solved the problem.
