Sim stay forever in apartment lot

Hello,
I am a very happy sims2 simmer: almost no bug/glitches managing a big neighborhood.
I love especially creating/playing dorms and apartments.
Now I have 1 specific problem which occurs often: sometimes a sim not in my household owning an apartment, will stay forever around. If I ask to leave when inside he just ignore, I can leave him out but then he just stay there forever . I can't stand seing him falling asleep on the floor and so on...
Till now the only workaround I found was to move out my family and then back but it's not very fun as I lose all the arrangement of the apartment I did. I don't use mods but I am aware of the cheats of the game like spawning the tomb of LD or sim modder.... Force error don't really work either.
So how can I get the sim to go back to where it belong? (They are usually sim I play in another household, not random generated

Delete them. Turn moveobjects on and then delete them.
