Question about resident keys.

So I'm working on a new save, where I want a large family that expands across the various cities, and I've been giving keys to family members so they can just come over, but I'm unable to give keys to my sims twin brothers (Teenagers). So far her parents and her twin brother (My main sim had four sets of twins across the save so far..) but I can't give them to her other brothers.

Do they need to be adults, or is there a limit? And there's a limit is there a way to change it?

    They shouldn't need to be adults. My sim gave her teenage daughter a key to her house. Do they have a high relationship? Are you using an adult to give the keys to the teens or another teen? You might have to use an adult, I'm not sure.

    I used an adult the first time, now I'm using a teen. She was able to give keys to her teenage sisters, but unable to give them to her uncles / aunts.
